Joint statement by Prime Minister Carney and President Zelenskyy:

The Prime Minister of Canada, Mark Carney, and the President of Ukraine, Volodymyr Zelenskyy, met in Calgary on September 10, 2026, and signed the 100 Year Partnership Declaration, setting out their intention to elevate the relationship between their countries into a Comprehensive Strategic Partnership, and confirming their aligned nature.

Meeting at a moment of global rupture, the leaders reaffirmed their intention to build a new order founded on trust, rooted in shared values, and underpinned by the strength and determination to uphold them. They remain determined to restore a comprehensive, just and lasting peace — one that is based on respect for Ukraine’s sovereignty and territorial integrity within its internationally recognized borders, including its territorial sea. There can be no decisions about Ukraine without Ukraine.

Canada will continue to meet Ukraine’s most pressing military needs and sustain Operation UNIFIER, now extended to 2029. Canada will continue to strengthen Ukraine’s Armed Forces, with a particular focus on urgently needed air defence capabilities and interceptors, while continuing to provide training, military equipment, ammunition, and other critical military support. The two countries will deepen cooperation in intelligence, cyber defence, counter-drone and electronic disruption capabilities, and in countering hybrid threats and foreign information manipulation. Canada will continue to work with partners on a framework of politically and legally binding security guarantees to prevent any future aggression by the Russian Federation.
