No general arrangement currently allows Canadian citizens to live and work freely throughout the European Union. Nor is there an immigration programme or legal entitlement on which an applicant can sensibly rely today. Yet the growing depth of Canada–EU cooperation has introduced a prospect worth watching: that closer economic and strategic ties could eventually be accompanied by more substantial mobility opportunities.
