Denmark, France, and Switzerland have announced they were migrating their systems from Windows to Linux. The Dutch government is now doing the same.
The Dutch government is creating its own digital working environment based on the Dutch Linux distribution NixOS. The blueprint for the Digital Autonomous Work Environment Government (DAWO) consists not only of an operating system, but also of an office package, collaboration apps, cloud services and management tools. Government project DAWO emerged when those concerns flared up in early 2025. Then the U.S. government imposed targeted sanctions on the International Criminal Court (ICC) in The Hague. Microsoft, for example, shut down the main prosecutor of services from the company, such as email. Meanwhile, there are signs that the Trump administration has broader sanctions for the ICC in the works.
