Cleveland-Cliffs could face legal action from Ottawa after announcing up to 500 layoffs at Stelco’s Hamilton plant and Lake Erie Works in Nanticoke, Ont., potentially violating job commitments made when it acquired Stelco in 2024.
As a condition of federal approval for the $3.4-billion acquisition, Cliffs committed to maintaining unionized and non-unionized employee levels for five years under the Investment Canada Act.
